Environmental Neglect & Governance Failures

A comprehensive record of long‑term environmental decline, drainage failures, flooding, governance contradictions, and the human impact on Brandhall and the surrounding area.

Overview

This module documents the environmental deterioration of Brandhall and the River Tame corridor, focusing on:

•     persistent flooding
•     blocked drainage
•     soil saturation
•     habitat loss
•     contradictory council assessments
•     FOI failures
•     public safety issues
•     wellbeing impacts
•     long‑term neglect

It provides the environmental context behind redevelopment pressures and the wider pattern of asset stripping across the area.

2. Flooding & Drainage Failures

flooding & drainage

2.1
Persistent Waterlogging
(2019–2024)

The area experiences standing water after even light rainfall, with saturated ground remaining waterlogged for days.

This contradicts repeated claims in planning documents that the land is “low flood risk.”

2.2
Flooding After Minor Rainfall

Predictable pooling occurs in the same locations year after year. Footpaths become submerged, and the ground becomes impassable.

No evidence exists of proactive drainage management.

2.3
Blocked Drainage Channels

A breakdown of every public green space that disappeared along the corridor — parks, fields, allotments, wildlife land — all sold, fenced, cleared, or built on.

The pattern is simple: assets removed, nothing returned, and the community left with less every time.

2.4
Soil Saturation
& Ground Instability

Long‑term waterlogging has caused:
•     sinking ground
•     unstable footpaths
•     vegetation decline
•     erosion of banks

These issues appear in multiple planning and environmental documents.

3. Governance Failures & Contradictions

governance failures

3.1
Conflicting Flood Risk Assessments (2021–2023)

Council documents and planning reports contradict each other:
•     Some describe the land as “low risk.”
•     Others require mitigation.
•     Some rely on outdated modelling.
•     Some omit key data entirely.
These contradictions appear throughout the Brandhall Village planning process, including Cabinet reports and Scrutiny Board documents.

3.2

FOI Failures (2021–2024)

Multiple FOIs returned:

•     “No records held”
•     missing documents
•     incomplete responses
•     delayed replies

This includes drainage maintenance, environmental inspections, and land management.

3.3

Contradictory Council Statements

The land has been described as:

•     “parkland”
•     “underused”
•     “strategic green space”
•     “surplus to requirements”

These contradictions appear across Cabinet reports, planning applications, and public consultation materials.

4. Safety & Accessibility

4.1
Unsafe Footpaths

Flooding and erosion have made several routes unsafe:

•     submerged paths
•     unstable edges
•     slippery surfaces
•     inaccessible routes for disabled users

4.2
Public Safety Risks

During heavy rainfall:

•     deep water forms in low‑lying areas
•     ground collapses occur
•     no warning signage is present

These issues have been raised repeatedly by residents.

5. Wellbeing & Community Impact

wellbeing & impact

5.1
Loss of Recreation Space

Flooding and neglect have reduced:

•     walking routes
•     dog‑walking areas
•     informal play spaces
•     nature access

5.2
Emotional & Psychological Impact

Residents report:

•     stress
•     frustration
•     loss of trust in the council
•     a sense of abandonment
•     fear of further development

5.3
Socioeconomic Inequality

Environmental neglect disproportionately affects communities on this side of the A4123, compared to the heavily invested parks elsewhere in Sandwell.

6. Long‑Term Pattern of Neglect (2018–2024)

pattern of neglect

Across the entire area, a clear pattern emerges:

•     declining maintenance
•     increasing flooding
•     habitat loss
•     unmanaged vegetation
•     contradictory assessments
•     lack of investment
•     piecemeal land disposal

This environmental decline forms the backdrop to the redevelopment pressures documented in the other modules.

They can’t ignore a permanent record.

This one stays.
